Council Tax Rebate Query

Can anyone answer me this :
I exchanged on a flat October 24th 2007 and did not move in until December 17th 2007 as first time buyer and had NO furniture so it was completely unfurnished and unliveable until Dec 17th. I informed the council who said i would need to send proof of deliveries and electricity meter readings etc which i did on Jan 9th.

to date i have had no acknowledgement and when i rang them today they said i must pay ALL the overdue charges from Oct 24-Mar 31 and this is over £600 in one go. I find this totally unacceptable that they have had my information for nearly 7 weeks and done nothing with it. All i have been told is i must pay it all now and if they rule in my favour they will refund me. Quite clearly someone like myself cannot afford that amount in one go and am angered they have not even responded after 7 weeks.

Could anyone tell me where i stand and what i can do ?

    Even though they had the information which would have given a 6 week Class C exemption, what Council tax have you paid in the meantime ? Have you been issued with a Summons or a Final Notice ?
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    No the first bill we got was December 17th for £1300 asking for tax from March 07 - i rang them and said we only exchanged Oct 24th so they said ignore and new bill would arrive.

    This came January which i returned with all my receipts and direct debit form as the £600 owing could be paid over Feb and Mar. Nothing came Feb and i rang and they said it was not setup in time so now they want everything from exchange date to mar 31 on March 1st.

    It is not a reminder it is just an adjusted bill but not applying our rebate for the time it was empty. This is what we are waiting on and they had this info since jan 9th
