Move mortgage lender or not?

I am currently coming to the end of a fixed term mortgage rate with Northern Rock, I am going on to there standard variable rate which is 8% I think? I have been paying up to 15% capital repayments for the last two years. My balance remaining is 13,200 and the payments are going to be 211.10 per month. I think the term is 2011. Now if I move my mortgage they want 175.00 and insurance premium of 234.00 because while you had there fixed rate deal you had to have there contents and building insurance. I think it automatically ends when the fixed rate deal expires.
If I have another mortgage provider I still want to pay capital repayments on a yearly basis without incurring penalties. The house is worth approx 155K.

Not enough info for people to help, you probably need to talk to a broker.
Many lenders won't lend that little, so you might want to think about taking a (larger) product with no penalty for extra repayments - e.g. borrow £30,000 (or whatever the minimum is) but immediately pay back £17,000. Or offset.
