Ruth Kelly "launching" the scheme when the article states it's been going since the early 90s.

Weird isn't it on how the Mirror are only reporting this now.

Or is it my cynical mind thinking about the fact this will look like another government initiative they've introduced when in fact they've waited for over 10 years before supporting this very valuable scheme
