I have no electric. I couldn't afford to pay the bill and didn't know what to do. They couldn't put a meter in due to the location. So i sit in the cold.

maybe she's used all the battery on her laptop! Seriously, though you need to try and call them and let them know the situation.

What is there that can be done? She's done nothing for the several weeks this has been dragging out and it's come to its logical conclusion.
