Crisis Loan Repayment?

I was unemployed in 1995/6 but have now been in full time employment for around 12 years, but today the department for work and pensions sent me a letter saying I owe them a large sum of money for some crisis loans I had way back then, are they entitled to ask after all this time? It's not as if I had vanished off the planet for the past 12 years!!!! Do I have any legal standing???
Seeing as it's the government I'm dealing with whatever I do I'll probably lose even though they slaughter me in tax every payday!!!

If you took out these CL's, then you signed and agreed at the time to pay them back. JCP are now asking for the money back.
As you say, you hadn't vanished off the planet, and neither had JCP or the loans- you could have offered to repay the CL's sooner.
For you, these CL's have been an interest free loan for the past 12 years.0
