Seems to me, looking around other threads that these collection agencies don't make it easier for the consumer. Are they regulated ?0

See: Office of Fair Trading: Debt collection guidance (pdf 117 kb)
Breaking that guidance consistently may lead the OFT to reconsider whether they are suitable to hold a Consumer Credit Licence.
For matters that occur after April 2007, you can also complain to the Financial Ombudsman who also have the power to fine and review the licence.
If a DCA acts illegally, dishonestly, etc then you can also report them to Trading Standards who might investigate/prosecute.
But it is a struggle to get anything concrete done through any channel really.
