think its something to do with outlook express?? not sure what that is

Im presuming you have a webmail acct, hotmail etc where you go to your email via internet explorer,
these email comps often have a link which will open outlook express to make sending the email easier (it fills in the addy and stuff for you).
But your email is not configured with outlook so you are seeing that message.
A few web based emails can be configured with outlook.

im trying to use tiscali, any ideas how i change the default settings?

are you actually using tiscali as your isp?
If you are you need to goto outlook and options tab and make sure it is listed there.
