care fees again????

Hi, my friend's mother has just had to go into a care home (Early onset Alzhiemers 67) .Because she recently downsized house there is some cash in the bank so is self funding, my 2 questions are if my friend does nothing...(apart from renting out the house) when the money+ house is gone will the local authority move her into a cheaper care home one thats fits it's allowance, or will it fund the higher rate as the mother has done her bit by paying out all monies she had saved over her lifetime??
Second question, if my friend sells the house to buy one of these annuity packages which could be high, as the mother is so young, will the council then pay for the rest of the fees/top up as then the mother has no assets except this care annuity?( At the moment the quote for one of these was 90K with half of the monthly fees being paid by the mothers state pension/allowance and rental money from the property, this would drop if the house was sold so more money would be needed)

1. You have to discuss the issue with the LA as each case is different.LA decisions tend to come down to hard figures.
2. If the cost of the care is covered by the annuity plus her state pension plus the rental income from the property, then there should be no need to sell the house, or am I misunderstanding you?
Is she claiming attendance allowance, NHS care allowances etc?
