mortgage with no early repayment charges

Can anyone recommend a good mortgage with no early repayment charges.
Basically I inherited a house that has a 60k charge on it (money I owe to council so that I can own house). The house is worth over 200k but I may look to sell in 2 years, pay mortgage off in full and emigrate.

Can anyone recommend any good deals they have seen?

    If you're selling in two years, why not get a two year fixed rate?

    Britannia do a 2 year tracker with no early redemption penalties.
    There are some fees I think but not too bad.

    I'm remortgaging with the Halifax & am taking up a 3yr tracker with no fee & no penalties whatsoever. As I will probably move within the next year or 2 & also wish to be able to pay extra on the mortgage when I wish, this seems ideal for me.
    The bigger the bargain, the better I feel.

    I should mention that there's only one of me, don't confuse me with others of the same name.
