consumer credit legislation - help needed

Hello, new poster here.
I'm hoping someone out there can help me.
A friend has paid in full for a HGV driving course through Clearstone who have gone into administration.
He paid using a bank loan and on the clearstone website it states that you may be able to get your money back in the same way that you can if you paid with a credit card, under consumer credit legislation.
Does anyone know where I should begin looking in order to help him out, 2K is a lot to lose!
