Should co-tennant effect credit rating?

A few days ago, applied for credit for some sofa's (interest free) for our new house. We did it all in OH's name as he has a better credit rating than I do (or at least I thought he did). They've rung us back today to say its been declined & they don't understand why.
OH lives in a shared house, there are 4 tennants, all the bills etc are in the name of the one who has been there the longest. However, he hasn't worked for 2 years, is on benefits, and we've taken the phone off the hook as fed up of having messages left by companies that he owes money too... Occasionally letters come through from companies saying they are taking him to court, seems like he is upto his eyeballs in it.
OH has only lived there 2 years & prior to that, he lived with his ex girlfriend, who was !!!!!! with money & I have recently found out that she has entered into an IVA. Her address is also showing on his file as its less than 6 years ago.
He has had no trouble obtaining credit in the past, never misses payments & always makes at least the minimum payment. We had no problem obtaining a mortgage either.
So question is, could these address links be causing problems?
