Council Tax Problem NEED HELP!

About 4 years ago, I lived on my own in Liverpool for 6 months.
They made mistakes in my Council Tax bills. I wrote and wrote. Eventually, I moved out owing approx £80. I sent letters over the last 4 years updating them on my subsequent two changes of address.
Today, after hearing absolutely nothing for 3 years I received a letter from Rossendales Bailiffs.
They have got a Liability Order for £162.49.
Isn't there a time limit over which they can't claim the money?
They have never issued a bill or statement of account for the outstanding amount for 3 (1/2) years
Also shouldn't they contact me about the Liability Order? A summons or something?
I also believe this is why I have been refused a mortgage on a second property recently (on Credit Rating) - I always have paid everything on time til now.
Do I have any way of dealing with this?
What makes it worse is that 2 months ago I threw away all of my notes and copies of letters I sent.
Any help much appreciate;)
