It does, but coupons like these will scan against anything, even sausages/clothing/whatever.
I see that Katthehat shopped in Morrisons, where sadly they don't seem to have a policy of accepting a coupon unless you've bought the product stated. Most Sainsburys say the same. But it wouldn't stop me offering one if buying a very similar item in there, like a different size of nappies. If accepted it will certainly scan anyway and the shop can get their money back.
Shops with an actual 'policy' to accept a few coupons without buying the item stated at all, are only Tesco, Asda or Waitrose. That's where I am using these coupons.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As the OP said sainsbury have a half price baby toiletries offer running, if you look at the link below, the pack you mention is £2.50.

The biggest reason to buy the magazine is that you can go in tesco, selected waitrose, asda and sainburys and use these coupons to buy what ever you want. Most stores have a policy whereby they will let you use one of each coupon as long as they stock the product. They can claim back on the coupon as somewhere along the line they will have sold the product without the use of a coupon. Basically for an intial outlay of £2.70 you get £13.00 in return in coupons meaning you're up by £10.30 to spend on your shopping.
LilMissEmmyLou is correct though as I thought the same.
OP said 'means i got £20.00 worth of huggies for nothing!!! :j '
To get the offer you have to buy the magazine at £2.70 to get the same deal as the OP you need to buy 2 magazines totalling £5.40 so they are not free if you buy the magazine for the vouchers.
I just bought 2x packs of 4 pampers wipes in Sainsburys half price £2.50 per pack, total £5 for 8 packs of wipes, this actually works out cheaper for the same amount of packs without buying the magazine.
The vouchers would be better redeemed against other items as pointed out by Manda1205 and buy the wipes seperately.

SA in my sainsburys wouldn't let me use 3 on the nappies only 1 and when I popped in today to pick up a few bits and bobs the SA told me I had to buy the product in order to use the coupon, so off to Tescos tomorrow although I get different responses from the SA's in there over vouchers - some put all that you give them through without batting an eyelid, others say 10% of shopping total and some say maximum of 10 vouchers so who knows what the rules are!!
All the same, thanks OP as this is a brilliant post.

Just to let you all know that in my local Asda the cashier told me that you can use coupons up to the value of 10% of your shopping total so long as the coupons are for items that they stock.
Pampers are always sending me £1 and £2 coupons and I often use them in Asda even though I never buy Pampers (I prefer Huggies for my baby). The cashier often excepts a few at a time too (once used about 5 at once all for Pampers).
