Can I use AVCs funds from previous LG providers to boost last LGPS from last council

I am writing to seek advice concerning my AVCs and LG pension as I am planning to retire from NHS in a couple of months. I was employed with a District Council for 13 years before moving to a London Borough and transferring my LG pension pot to them. My AVCs remained with the District Council's schemes (Prudential and Clerical Medical). The Borough uses Scottish Widows and the now outsourced pension service (Liberata) tells me that i cannot use my AVCs to buy added years with the Borough.
Since the whole idea of the AVCs was for me to purchase more pension with the LGPS I am unsure as how to proceed. It would be advantageous I think, to use the AVCs as originally planned rather than be forced to buy a separate annuity with a commercial provider. I cant find anything in writing that would prohibit this - but how do i make it happen?
Writing to the Pru or speaking to the District Council has produced no answers. Since I am retiring in 2 months (from NHS) I urgently need to know my rights re using the AVC funds!
Has anyone else encountered this situation and have any tips to offer please? Any pointers would be much appreciated. Thanks for reading!
