Statute Barred Debt and Harassment?

I have been receiving letters for the last two months regarding outstanding debt from the late nineties. Statute barring in Scotland is 5 years, so I fired off a relevant letter to this effect, and all that seems to be happening is that the debt is being passed from collection agency to collection agency. This is now begginning to get very annoying, not to mention costing in excess of £1 each time for a recorded delivery letter. How does the law on harassment stand in Scotland, and do you have any advice on how to get these agencies off my back once and for all?

Does the standard data protection Act apply in Scotland?
If so report them to the Information Commissioner as they are selling false information about you, once you told the first agency that the Debt was statute barred.If you've have not made a mistake, you've made nothing0
