How to Sue you council

Last Friday I was driving in my city Edinburgh and I crashed in small bollard that were in the middle of the road.
The street had no indication of those, it was dark with little lighting. Now panels were indicating a dead end and the bollards were about one foot high so they were not noticeable.
So I would like to sue my local council for car damage and repairs but I dont know what/where to start with.
Any help would be much appreciated.
