Whichever site you use for the electoral register online it will only have up to date electoral registration info for the approx 40% of the voters who do not tick the 'opt out' box on their electoral registration forms. If you tick this box then the only register you will show on is the printed street order copy held at the local council offices (copy at British Library). However 192.com does have the telephone directories as well (unlike searching bt.com you do not need to know where someone lives)
There has been a posting on moneysavingexpert about a free way to search 192.com but you do need some idea of where a person lives. You should find this on a forum search.
If you are trying to find someone who may not have moved since 2001 I do have access to the full electoral roll for that year (the last year a full register was ever available) and I can look at that if its any good for you

that makes it very difficult. if the surname is common its really hard to search the whole of the uk.
you really need an area or a town.
if the surname is rare, then searching the whole of the uk is viable.
ive got access to a database. (2 yrs old). pm me if required.
    Get some gorm.
