    I think the process is different for Council Tax. They use something called "distraining" and don't have to go to the County Court to instruct a bailiff. A summons could have been issued in the Magistrates Court, for which b14ck did not appear.

    Not sure on all the details, but the Council doesn't need to go the County Court.
    Warning ..... I'm a peri-menopausal axe-wielding maniac ;)
