Chip and Pin ?

I have always paid my council tax and rent by debit card at my local council housing office since day one, however I still have to "sign" the slip that the till spits out as they do not have the chip & pin machine installed.
Apparently this situation is at every council payment office in Leicester.
I mentioned this to my bank and they told me they should have had it installed and operational many months ago.

Can anyone tell me if it is now a legal requirement to have c&p machines where payments are made by debit or credit cards ?

There is no legal requirement, however failure to use chip and pin passes liability from the bank to the merchant/merchants bank depending on agreement were fraud/issues occur
