paying administration costs

I bought goods totalling £29.31 from www.24ace.co.uk. Part of the order was wrong and I was told I would get a credit note. I explained that I wanted to wait until I got a new statement with the correct total before paying. I have just received a revised statement with £21 added for an administration fee for late payment of the original statement!!
Do I legally have to pay the administration cost? Remember its £21 for a £29 bill (which was partly wrong) I am getting nowhere with them and will go to court if I have to

Why did you wait for an amended statement. You would have known the value of the returned items and could have simply paid the difference.
Admin fees are not illegal and a court would laugh at you if you tried to take it to court.
At the end of the day you didnt pay them and got charged - nobodys fault but your own.0
