1099 - MISC Questions

I've been researching around on this 1099-misc tax form. I'm doing work on a website and trying to figure out a general percentage that I will be paying. I've heard anything between 15.9% - 24% of my income.

Or even things like the first 5,000 is one percent and anything after 5k is a different percent. So what is the general percentage that I will be paying?

My employer also wwant to switch to paypal payments instead of mailing checks. Paypal deducts 3% for a transaction fee from what I understand. Is my employer required to pay this fee? I think it's a little inconvenient to pay 15-30 bucks just to get the money I worked for.

Any help is much appreciated!
