New Council Tax Bands - 1st April 2010

Realising that new Council Tax Bands will probably kick into action as from 1st April 2010 and wishing to adopt a sort of belt and braces approach to my present request to VOA for my Council Tax Reduction, I am going for the following:-
As from 1st April 2008, I shall be assembling a database of sale prices, shortly before, during and shortly after that date, of all properties that match criteria below:-

If council tax is to be retained I suggest that the bands for England retain some proportionate relatioship as now, ie Band A to Band B to Band C etc but instead of lumping everything together in Band I (the new top band in Wales the Bands go up in £500,000 increments and then £1m increments and eventually £10m increments.
Houses worth £5m will pay more than a house in Band G and houses worth £10m will pay above that paid by the £5m. Houses worth £30m will pay alot more than the £5m and so on.
The highest price that I have heard of was £78m - I guess the occupier (unless a diplomat) pays Band H now - not very much more than Band D now. Such is the regressive nature of CT.
