If she's not got a lot of ID, then getting new bank accounts will be harder. It's still possible but she requires more bits of paper. Phone contracts are often not accepted.
Some will just use the electoral roll and a utility bill, if the applicant has lived at the same address for years. Others may use original birth certificate, marriage certificate, utility and bank accounts, maybe 6 documents.
Does she have a Bus Pass? Some will accept that as a form of photo ID.
Might be worth gathering everything and getting an appointment with the Co-op? They specialise in providing banking to people who struggle.
Also don't make lots of applications. That adversely affects credit records. If she's already done that stop for 6 months.
