"At pace" seems to be fairly recent bit of newspeak to pervade Government. I've seen it used a few times.

I honestly don’t know why they speak like that. Do they think it sounds more impressive or something, or is just that they know they are talking !!!!!!, and it would be more obvious if the spoke normall? 😂

Why use a whole sentence when one word can deal with it? Overarching to me makes perfect sense and I'd much prefer it to "guiding lights" or some other catch phrase to describe something that goes over everything but is high level in nature and needs interpretation for individual application in a specific circumstance
