Challenging council tax band after moving

Will try to keep brief.
Lived in property for 20+ years whereby I believe we have a good chance of a council tax band challenge, based on properties on the same road and surrounding roads.
I stupidly didn’t challenge it whilst we still lived in the property and have since moved out.
Formally challenged to the VOA regardless.
There was a bit of back and forth, but the final response I got was as below:
As you are no longer the Council Taxpayer of the above property, you cannot request a review of the Council Tax band as you are not an interested party.
Please see below information requested,
Reg 4 of SI 2009/2270 (England)
A previous taxpayer can make a proposal in these circumstances:
- we have served a notice within the last 6 months changing the band of the property and it covers all or part of the period in which they were the council taxpayer
- possibly if there has been a relevant VT or High Court decision - technical advice should be sought from Chief Valuer Group in these instances
- the customer is asking for a retrospective deletion of a property they were once the council taxpayer for
The customer may quote an earlier effective date to when they became the council taxpayer, which can only be accepted if:
- supported by evidence that is clearly dated
- they are asking for the deletion to cover part or all of the time they were the council taxpayer

Can anybody help with any success they have had whereby they have challenged after moving out of the property. I feel a bit at a dead end and not pursuing further, but just wanted to get others thoughts.

Can you not suggest to the new occupant that they may have a good case for rebanding (I believe if they moved in within the last six months then they have the right to appeal) and then if they win, ask for a refund for the time you live there as well ?

Unless any part of Reg 4 of SI 2009/2270 applied to you, there is nothing you can do
