Non complient builder

,I hired a builder to repair, renovate and make my father's home safe, efficient and wheelchair friendly.Work is nearly complete, but the builder is refusing to supply me with the buildings regs certificates, product guarantees by ignoring my communications on the subject.I dont live in near dad and i am 150 miles away. i hired a builder to do the work and get in any sub-contractors required to do the work. I have been paying the invoices for Dad, who is disabled and receives round the clock care.The main work was to replace all roof tiles, insulate the loft, new double glazing and doors, re render the house and make it wheel chair friendly, widening doors. Levelling floors How do i get copies of the certificate the builder should have got and the product gaurantees.
