Has she obtained a State Pension Forecast from HMRC?
The TPS was contracted out of SERPS.

her state pension forecast indicates she has qualified for a full state pension although she can’t claim it for another 9 years

Was she a member of any other contracted out pension scheme?
If not and a COPE is shown as here, then is an indication that she was a member of TPS.

Has she used the government website to find her Teachers reference number.
It'll be two digits (the first year of her teaching or teacher training) and a slash and a five -digit number ( ie if it was 1993 it'll be 93/XXXXX )

This thread does seem to be going into great detail for what could well have an easy solution: send them the reference number and the documentary proof of DOB and then wait for their reply? Your wife has waited 30 years to enquire, so a bit longer shouldn't do that much harm!
Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!0
