POPLA are useless, in that they are paid for by the BPA and have regular meetings with the sector. As such, they are not fully impartial and labour under a narrow industry-dominated remit and they completely fail to apply:

the CRA 2015, or

DMCC Act 2024 , or

the DUA Act 2025, or

or UKGDPR 2018, or

the DPA 2018, or

the Surveillance Camera code of practice, or

the other ICO guidance re ANPR,

… nor do they even apply the Equality Act 2010 - shockingly, POPLA think disability discrimination arguments are just mitigation!

They currently say all of the above are outside of their remit. Sad, but that's the POPLA's cloud cuckoo land version of reality. It isn't an ombudsman, a tribunal or a properly independent certificated ADR.

All they are programmed to look at is:

• the POFA 2012 (they even get that wrong) plus
• the Beavis case (which POPLA apply wrongly) and
• the disingenuous industry 'Single Code of Practice' (which had over 30 changes made from the real 2022 Code…all designed to go against consumer rights).

Please post on the FB group that NOBODY should be trying POPLA. Nobody has to pay. Everyone should sit tight and ignore the DRA letters and instead put in complaints to the CMA and ICO.

Complaint to ICO done. Takes about 10minutes to do in all reality.. but if you upload multiple documents for evidence expect to faff around for another 20minutes guessing what formats they want and dont want.

There is no information about what formats they reject… you just wait and see… then it says "255 characters exceeded" … which has nothing to do with the file being uploaded, its just the only way you know they don't like that file format. Then, you correct it, but even though it shows files in the other locations still, dont believe them, because you hit submit…wait wait… then get error messages for the files you didnt before… realised its because they dismiss them, even though they show after an error message for ONE of the documents.

So, ensure the title is short, and in PDF, whatever it is you upload. What. A. Faff.

Why is every stage of this complaints process so complicated!? Even now with the ICO!!

although, I find it completely contradictory… and what does the "any subsequent parking charges will not be looked upon favourably" mean?? It doesn't make sense to me?

They are saying that they won’t cancel again for you if the same scenario occurs which ignores the other serious points you have raised but that’s their problem.

Great that you got the cancellation but the cynic in me knows they have done this in the hope that you will go away and not bother with the complaint to the ICO about the underlying issues.

It means they won't cancel again for the same vehicle/keeper.

PPCs don't cancel invoices by saying "everything is 100% kosher, but we're cancelling it" unless there are other reasons.

Like a thread on a major consumer forum and ICO complaints going in 🤣🤣🤣

report them to CMA . “Period of parking” starting from a 7 miles/ mins trek to the car park itself is a blatant scam .

…'other reasons', could include the fact that I shared this thread - among other unfair PCN evidence - with the MHCLG, BPA and IPC only the other day and told them I'm going to send certain case evidence to the CMA & ICO.

And I will.

I can't be sure but I hope the BPA went through the evidence and jumped on any cases that were theirs. Maybe they gave F1rst a prod.

But the OP needs to make their own ICO complaint about the inaccurate parking time data and unjustified surveillance in the wrong place, when the site functioned perfectly well with a kiosk.

so, complaint went in couple days ago with ICO.

had a usual email to say they got it. up to 40 day wait for anything other it says
