Who do you contact if someone is getting underpaid

I watch someone on tiktok that runs a drink stall and some days he has a girl working with him and at the end of the day he pays her in cash but it doesn't look like she's getting minimum wage so how is he getting away with this unless the girl is not declaring it.

He’d be pretty daft to be putting it on TikTok if he wasn’t paying her properly.

Do you mean girl as in someone younger? The national minimum wage is lower for younger people and doesn't apply under 16.

Why would the girl need to declare anything? It is the employer that has to do the declaring for tax & NI.

You don't get involved in things you can't factually prove. This is someone's livelihood you could be jeopardising with no proof.

Realistically however "someone on tiktok" implies you won't have enough info to raise the complaint
