Bike tyres bulge out of rims
I have a cheap bike bought from Halfords about 10 years. It’s not used a lot. I pumped the tyres up to 3 bars and I noticed that both had a bit of the tyre not seated properly in the rim. The tyres say maximum pressure is 60 psi so 3 bar is within spec.
Is it possible that the tyre beads have stretched? Do I just need new tyres? Or is there a fix? I suspect new tyres will cost almost as much as I spent on the entire bike originally!

Is there any damage to the rim where the tyre won't seat?

You could seek some free advice from halfords I guess, or maybe a local bike repair shop, if we still have any of those left now.

Even with low use tyres perish after that sort of time period. Buy some new ones.

Could you share a photo of the problem?
With some mountain bike tyres, I've found that a degree of user assistance is needed to get them seated properly as you pump the tyre up.

I couldn’t see any.
I don’t have access to the bike at the moment, but I will check when I can.
No reliance should be placed on the above! Absolutely none, do you hear?1 -
I let some air out and pushed the tyre beads back inside the rim.
Just to add, it’s quite some time since the bike was last used, and the tyres were both flat. So, they might have been deformed. I will have a closer inspection when I get access. Otherwise, I’ll just get some new tyres. No reliance should be placed on the above! Absolutely none, do you hear?1 -
your local independent bike shop is the place to go for advice. Despite @clive0510 doubts, there are loads of them about. One of the few high street shops that are actually flourishing. They are however quite likely to tell you that an old Halfords bike is rubbish. Just grin and bear
Or maybe OP might prefer looking out for a local Dr Bike session.

Without pictures it's hard to be sure, but it does sound like your tyres have perished. I would just get some new ones, and new tubes too - if the tyres have got into such a poor state it's a reasonable bet the tubes aren't far behind. I would definitely try that before going near a bike shop.
