Purely a figure of speech, no 2 lenders are likely to have the same criteria, and the word murky could be a suggestion that you will get no clear reason of why an individual may have been declined.
as said above there have been loads of irresponsible lending claims so that in itself could be a logical reason why banks are tightening up on criteria and showing more caution.
