I don't think that the company is suffering that much. I think my friend would refuse and sue for wrongful dismissal.

with 3 years service - any payout would be minimal
IF they go ahead and pay him less - he needs to write and inform them that he is accepting the pay under protest to avoid the possibility of accepting via conduct

If he resigned, he could sue for constructive dismissal, but as mentioned above, if he won, the payout would be minimal. Would he easily get a similar paying job, given his qualifications may not be recognised. Depending on the percentage pay cut, it may be in his interests just to accept it
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1 -
Plus, constructive unfair dismissal is a very hard claim to win. I have read that less than 3% of such claims that get as far as a formal employment tribunal claim are won. Obviously some more will be settled beforehand but even so, think very hard and take professional advice before going down that route.
