Reclaim Single person's council discount from 5 years ago

Hello, for part of a tenancy about 5 years ago, my housemate moved out - what do you reckon my chances are of getting a refund now? How would I go about it? This was in Cambridge

    You want to ask for a refund for something that happened 5 years? Do you have the evidence to prove they moved out (change in the tenancy agreement, change to some of the bills, proof that bills were paid by you)?

    I really doubt they'd entertain this, but maybe they'd consider if you had compelling paperwork 🤔

    Information on how to report changes in circumstances that may affect Council Tax are included with every Council Tax Bill issued. Councils have discretion on how far they'll backdate any discounts after 5 years, I'd agree that your chances are nil. For what it's worth, I worked in Council Tax recovery and when pursuing unpaid debts, people would often say that they hadn't paid because their Bill didn't include a discount. I'd only have agreed to backdate more than a year in truly exceptional circumstances. In over a decade, dealing with, probably, several hundred such claims, I can only recall a couple of such exceptional cases.
