Although the private sector is equally good at making a hash of some things that were previously reasonably well run by the state - Water Companies & Railways come to mind .

Adding an extra quarter to pension contributions seems a bit like "sticking their beak into pensions".
Were you arguing for "just give me your money, and then keep your beak out" ?

Well, based upon the RoI that is achieved by the state management of National Insurance Contributions to fund the State Pension (annual pension versus average input contributions over career) and the subsequent linkage to Triple Lock once in payment, one has to assume if the Government took over all pensions and provided a similar RoI and indexation, there would be a great many very very happy retired people.

Not OP, but I believe this is the proposal from last year to consolidate small pension providers in the search for lower costs Will megafunds really put an extra £6,000 in the average pension?
My impression of the intent of the changes is primarily to try and get cheaper default options for people who aren't particularly engaged with their pensions.
