Tax Return / Gov UK registration without photo ID

An elderly relative has been asked by HMRC to complete a tax return for 24/25. She has significant savings with associated interest income. She hasn't had to do a tax return before, but they've sent her a UTR number that she'll need. But first, she'll need to create a Gov UK One login, which requires photo ID, but she doesn't have a passport or driving licence. There's supposed to be a pathway to cater for that isn't there? Something about answering some financial check questions instead? But we can't find that option anywhere on HMRC website. Has anyone managed this situation before?
