OP, if you are getting interviews but not the position, might it be that greater training on interview technique could be helpful? If you are in a union, do they offer recruitment courses (mine does)? And/or, if you are not already a trained interviewer for panel interviews in your department, consider getting onto that in order to get you perspective from the other side of the table.
