She showed up for work
Asking on behalf of daughter. She works for a company who sells lots of sausage rolls and steak bakes.
She was scheduled to work but the key holder for the shift was a no show. No notice and no idea why.
Obviously couldn’t clock in as could not get in. She was there but they have not paid her . Can prove. I feel this is so wrong. She showed up, contacted all she could. waited. Through no fault of her own has not been paid.
Any ideas or suggestions how to approach this?

Can you please mention what type of contract she has? Has she raised this formally with someone?
I bill my clients on the days that I was expected to work but couldn't because of their failure. Any waiting time is billed in my books. I still reserved that time for them when I could have been doing something else.
I would raise this with payroll.

So did the shop actually open that day? What time? What time was she supposed to start? Who did she contact and at what time did she give up and go home? Wasn't anyone else shut out like she was?

I worked retail for nearly 30 years and on the very rare occasions this happened the staff were always paid. Someone with a mobile phone presumably called a manager, ar another local branch to report the lack of a keyholder?

Of course she should be paid.
Would it make any difference if this was a franchise branch?
Given the near-ubiquity of this chain (I have literally six branches within a mile of my home) that unless the OP's daughter works in a particularly remote location I find it surprising that there isn't an established escalation procedure or an area management structure that's supposed to do management stuff in exceptional situations like this.
