State pension NI contributions discrepancy?

Hi,

I have a limited company and paid my wife £12570 for the 24/25 year, but according to the NI insurance record, this is counted as a 'Year is not full'. They ask me to Pay a voluntary contribution of £907.40 by 5 April 2031

Where as the year 22/23 the year was counted as full albeit with a salary of £12582

Why is this the case? Is it because I am not paying any NI?

From the HMRC Gov website: https://www.gov.uk/national-insurance#:~:text=You%20can%20also%20see%20rates,6%2C845%20or%20more%20a%20year

but may still qualify for certain benefits and the State Pension, if you’re either:

  • an employee earning from £125 to £242 a week from one job

She has no other income apart from a small amount of dividends which is below still keeps her in the 20% bracket
