Gifting out of excess income re dc pension

I understand how to work out ‘excess income’ from a db pension, I guess if you are left with surplus money every month it’s quite simple and understand the rules about regular payments and keeping documentation but how do you work out ‘excess income’ when you basically have just a dc pot. Can recommend the civil partnership route, even if you're not fans of the idea of a traditional wedding. If you want to, it can be done by completing a few forms in front of the registrars. And immediately you'd have a combined £650k IHT allowance and can inherit between yourselves without using up any of it. No more of an imposition than the other official documents.
