These cases are very rare and I don't feel that knowing what one council has done will help you much..
Do you have any consumer debt? loans, credit cards etc.
Offering a charge over the house may help.

I am in England.
I am unaware of many people winning, it is normally sorted before it reaches court.
The debt is normally dealt within the authority and payment plans are very common. They have their own money collection systems.
The authority will not leave you broke. Payment plans are generally set up willingly / easily without too much hassle.
They do ask for your out goings and money coming in, if you don't provide the information they ask for they assume you have the full amount and then tend to get upset and demand full payment.
They can and will check whether people try and hide things.
They realistic.
I am assuming most authorities run in similar ways.
