My local councillor was useless as he only believed lies that the local authority was telling him never once made a difference what I was saying as I was the one who lived in property and that the surveyor’s report from January 2024 was not allowed to be seen by anyone even if asked under the Freedom of Information Act

I think you need to list all the current issues with the property (leave the gas out of things for now would be my suggestion - as beyond potentially the duty of care to ensure that you understood about the standing charges, that sounds as though it may not be down to the Landlords to fix) and make a formal complaint to the council/housing association. That will need to be in writing I suspect, via their complaints process.
