Everything online says the opposite, that they remain best practice but not legally binding in the UK
If you actually look at the referenced code of practice it states that it itself isnt legally blinding but that some countries do have laws that may or may not be aligned to the code.

I'll buy Hellman's if it's on offer, but otherwise it's Lidl (Batts or something?) which is pretty good. Tesco own brand is absolutely disgusting, and that's not even their "value" one. I'd try Lidl if I were you

As an update, I went to Aldi today and lo and behold - the old ingredients are back!
The label is the same, but the physical jar is slightly different (different manufacturer?). It is back to 78% rapeseed oil and. 7.9% egg yolk.
I took a punt and bought it, but not tasted yet. Either they had too many complaints, or they had a temporary manufacturer in between changing suppliers.

You sent me running to check my fridge - I bought a squeezey bottle from Aldi a couple of months ago having read in one of the nationals that Aldi was the best one, beating non-UPF ones hands down. Given that I wanted it to try a couple of cooking suggestions (it's still sealed) I thought I would try it out. Sure enough I found it is "mayo", but in checking the ingredients it matches the original recipe you have posted.
So it may be possible that you can still find this on the supermarket shelves?

Check my previous post. Either they have reverted back, or an anomalous batch was released. Couldn't have been an error though as the ingredients label was correct.
I had a taste of it. It is way better - but not as good as the original "Real Mayonnaise" labelled one from the past. The jar is a slightly different style and shape too which leads me to believe that it is from a different manufacturer.

Mayonnaise made with rapeseed oil isn't real mayonnaise anyway.
