Not sure, but most things that rise by CPI (state pensions, benefits etc) use the CPI figure from the previous September, which was 3.8%

If it's still based on the December figure, that CPI increase was 3.4%.
RPI for the same period was 4.2%, per gefnew's post from last month.

It's also a matter of why are they changing it to CPI, when the ONS say that CPIH is the best measure of inflation.
"The best overall measure of consumer inflation in the UK is the Consumer Prices Index including owner occupiers' housing costs (CPIH), as it is the most comprehensive, covering housing costs (like Council Tax and owner-occupier costs) along with general goods and services."

Because CPI is less than CPIH. When they are the ones paying you money, they will go for whatever measure of inflation is the lowest.
If it sticks, force it.
If it breaks, well it wasn't working right anyway.3
