Employer refusing to pay mileage

I wouldn't have thought this was an issue.
It's not ordinarily in the interest of an employer how you get to your work location. If you cycled to work (for example), you couldn't then be expected to drive between different parts of the same site.
Is driving the only option to navigate between the different parts of the site? Could you walk or cycle for example to save petrol? Or share with other people moving between parts of the site?

So, is this some large country estate / gardens site or similar and you normally work in the main office but sometimes get asked to work in the gift shop, or something along those lines?
Is there any element at which it is your choice to drive across the estate?
Only 3 miles return, so only 1.5 miles each way, so is there any reason you could not walk?
Are there golf buggies or other estate maintenance vehicles in which you could hitch a lift?

No there are times that do not give leaway other than to drive, we are expected to use our cars and cycling etc is not allowed. If it were I would do it.

no not possible. There is one option only and that is to drive. They seem to say as the areas are connected it does not count as claimable mileage.

What choices do you have in how you get to work?
What if your car broke down and you had to walk / cycle / public transport to work on week? How awkward are those options for you? Could you walk to work one week and see what happens?
Does your contract of employment require you to have a car available at the place of work?

I usually drive but on nice days I do cycle. I check with my manager that I am not being sent elsewhere the shift prior to cycling and if I am being sent on I drive. My manager is reasonable but constrained from his managers.

Just a thought, but do you have business use cover on your car insurance or just 'commuting'. If only commuting, you may not be insured for travelling to other work locations.

I am not actually sure that the OP is travelling to another work location. (Which would explain why the mileage is not paid by the Employer.)
The OP works at XYZ site and, on some days, does not park and stay at the main car park but drives across the site to car park B.
Would an insurance policy be sufficiently nuanced as to identify Car Park B as a different location / place of work from Main Staff Car Park?
Imagine a hospital or a stately home estate or a major manufacturing site. If your place of work is "Anytown General Hospital" or "Big Smoky Manufacturing Ltd" would the insurance policy have been written so precisely as to be able to differentiate between which car park was used?

Well that is the dispute. I stop in the main area and attend a briefing, get equipment for work and travel to the second location incurring 3 miles of travel. To my mind extra mileage is the issue not that it is joined to the site. I do understand your point though.

Transporting employer's equipment needs business class 1 or 2.
