I think you'll see from the answers that people don't.
Presumably you still have to pay for flights, hotel, meals, transfers and insurance. Presumably you then need to pay for an official translation of the certificate into English.
Does it include photographs, reception, transport to the venue?
I've seen ones for roughly the same price that do.
