How to claim on an event over 10 years ago

Some years ago a company was cleaning an area in the village previously used by a chemical company. The land was to be cleaned for housing. The company put a spray of some kind all around the site to stop smells etc. My husband who previously had no history of asthma had an awful attack and ended up in hospital and has been on medication ever since. We had no idea we could have claimed against this company. My question unis how do I go about claiming now.
