Has anyone tried re-banding in an area where *everyone* seems to be wrong?

Here's the story:

Small estate built 2003 (post-1991 banding exercise) in the south-west

24 houses, all more or less same type, square meters, number of rooms: some have an extra bedroom, some have an extra bathroom.

All band "F" 

Used the MSE price-in-1991 estimator: we should have been band "E"

Tried with our purchase price back in 2108, and the price at previous sale back in 2003.

Same thing... low band E, mid at most.

So here's the question:

Other properties weren't sold for significantly more (Zoopla suggests we are typical) so if I request a band review, the worst that should happen is a "no" for everyone and we stay band F...

...sound about right?

You will have to provide more evidence than MSE or Zoopla estimates as the VOA won't accept these as they are inaccurate. You are further hampered by the fact that all 24 properties are and have been in Band F for over 20 years
