Loan offer in place need advice

I have a loan offer in place which I wanted to accept today but can only do via post as the website has malfunctioned. 

Would it be possible for me to apply for a loan from another lender whilst I have a personal loan offer from the current lender.

Basically can I apply for a loan whilst I have an offer from a lender already that I have not accepted?

You can apply for as many loans as you want, the lenders will be able to see that you have made applications elsewhere when a hard search is done and they will take that into consideration when deciding if to lend or not... they won't be able to see if you were accepted or not by the other lenders. 

Can't you phone the firm and deal with acceptance over the telephone if their website is down?
