Teacher Pension annual allowance charge

Anyone got a letter from the Teacher Pension scheme to say that they may have an annual allowance charge because of the ruling on the transitional protection?
If the charge is due to this ruling, then surely the member should not be liable for the charge as it wasn't their fault and was out of their control?
