No, it isn't normal. If you've signed a contract, stop looking. A three week wait is far from unreasonable.

Thanks, but in the past, i've had electronics jobs where they started me a few  days after the interview. The markets a bit off now with the Ukraine war, but i would hope for something like that.

I havent actually got the formal employment contract yet and so havent signed it  either ...but have spent the 7 hours that it took to fill in various web application forms for the role.

I wonder if when they take references, they may well in fact just tell me they dont want me any more.

Why do you think they’ll say they don’t want you anymore?
There will be some issue with his references, and his dates of employment, and whether jobs he's been paid or not paid for actually existed, and questions in his mind about whether he really wants this job or some other fictional job he might be going to apply for that he's seen in this 3 week wait, or ...

Well, at the start of this thread you said:

even though one has signed the employment contract.
Now you say you don't have the contract.

Are the forms filled in that took you a whole day the security vetting forms?

Why do you think your references will undermine the job?

Why post here if you are simply going to disagree with the answers if they don't fit your own view? Just make your own decision based on your own opinion.
Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!

So that email link, did that take you to an E-Sign or Docu-Sign or equivalent service where there was a full contract and the electronic signature was, in fact, you signing the contract?

Yes, but at least they appear to be of the very short term variety!
